Territorial planning at the service of nature and people

With the objective of contributing to territorial planning with environmental sustainability criteria, the Sustainable Productive Landscapes in the Peruvian Amazon Project has been accompanying the process of preparing the Concerted Regional Development Plans (CRDP) of Ucayali and Huánuco to 2033. Huanuco is the first region in Peru to formulate this instrument in line with the National Strategic Development Plan 2050 and the General Government Policy. The National Center for Strategic Planning (CEPLAN) has just approved the Huanuco CRDP, which has been made official through a Regional Ordinance, after a participatory and multi-stakeholder construction process. At the local level, the province of Puerto Inca has also just concluded its Concerted Local Development Plan (CLDP), which has been approved by CEPLAN and recognized by the Municipality. This will contribute to a better allocation and execution of the public funds with environmental responsibility. Likewise, 5 districts in the project intervention area have followed the same path, finalizing the preparation of their plans that will guide the course towards their sustainable development, while 3 other districts are in the final stages of the formulation process.

At the community level, the project provided technical assistance in the development of Life Plans in 11 native communities. In addition, to strengthening capacities at the communal level, this has contributed to strengthening indigenous governance and the management capacity of the local federations that have led these processes together with their bases.  Based on this experience, it has been possible to develop and validate a methodological guide that traces the path for the development of life plans as instruments to be included in strategic planning by government agencies, and as inputs that contribute to the sustainable management of the territory. In this way, an articulation has been sought with public management instruments at the regional and local levels, which will make it possible to integrate the priorities for the attention of these populations to close gaps and provide basic services according to their needs.

In this sense, the Ucayali Region has managed to take a key step in the formalization of life plans through Regional Ordinance No. 008-2021-GR, which incorporates these instruments in the strategic planning of the region.
