This small modeling tool contributed by Peet Duplessis, Director of Revenue Management for Durban, South Africa estimates the fee- or tax-rates need to achieve a specified revenue target. Although this illustrious version is set up to estimate differentiated parking fee rates for two different types of vehicles (one gasoline-powered and one electric powered), the model can easily be modified for use with any type of two tier structure for any tax or fee schedule, e.g. concessionary water rates for poor populations, peak and off-peak fares for mass transit systems, etc.
