    I am very pleased to learn of this initiative.

     

    We have found in our work in the municipal climate-smart area that credit considerations can be broader than for simply the municipality alone -- both funders and policy-makers must bear this in mind in promoting effective change in this area.  Municipal creditworthiness is important; however, fiscal constraints and risk considerations give rise to additional borrower/credit scenarios, including municipally-owned corporations, as well as municipal partners (often private-sector providers of technology solutions) -- see schematic below.

     

    Hopefully the City Creditworthiness Initiative will take into account the broader credit environment to ensure flexible borrowing approaches for cities and funders alike.
