There are four types of courses: The Health Systems Flagship Core Course (or, “Core Course”), The Health Systems Flagship Technical/Deep Dive Courses (also known as “Deep Dive Courses”, The Health Systems Flagship Self-Paced courses (also referred to as “Self-Paced Courses”), we also have experimented with Webinars - these often feature professional development content from other Health, Nutrition and Population - World Bank Colleagues or by external partners.
The Health Systems Flagship Core Course helps participants better understand the complexity behind policy making and challenges of implementation in order to achieve Universal Health Coverage (UHC). The Flagship Course presents a foundation for conceptualizing a systems-based approach to health to identify the necessary policy levers for achieving desired health system objectives. Rather than offering a prescriptive predetermined list of interventions, the course presents options to policy makers, enables them to consider the strengths and weaknesses of various approaches, helps them define their challenges, and provides them with information that enables them to come to their own decisions.
Technical/deep dive courses focus on primary care, non-communicable diseases prevention and management, resource management, health financing, provider payment, etc.
There are 13 Self-Paced courses that are offered on the World Bank's Open Learning Campus (OLC) website:
The Health Systems Flagship Core Course is offered twice a year. It is an intensive and live 1-2 week course with 8 sessions, each of which is 3 hours long. Participants are required to attend group homework sessions with their pre-assigned team members outside of course timings to produce the final group work project.
The Health Systems Flagship Deep Dive Courses are offered at least 4 times a year and are 1-3 days each.
The Health Systems Flagship Self-Paced Courses are 1-2 hours and include pre-recorded course material that participants can complete independently. Self-paced courses can be found year-round on the OLC website and are offered on the following topics:
Anyone can request to join the course and space is offered on a first-come, first-serve basis. Course content will be most useful for policymakers, civil servants, civil society organizations, members of the World Bank Group, academia, and development partners. Past course participants are from regional/state/district health authorities, Ministries (e.g. Ministry of Health, Ministry of Finance, Ministry of Planning) national health insurance agencies, as well as mid-level managers working on health policy, public and private sector health staff, health researchers, graduates from schools of public health, congressional members, and health researchers from think tanks.
The courses are taught by World Bank subject matter experts and consulting partners who have significant teaching and practical experience in health systems.

The two-week Flagship course has a typical course size of 300 to 500 participants from over 40 countries. The technical deep dive courses have a typical course size of 100 to 200 participants from over 20 countries. Self-Paced courses are offered as independent learning rather than in a classroom structure.
The Health Systems Flagship Core Course considers all available tools, including examples from other countries, to understand how different elements of the health system interact with each other. It encourages participants to learn from each other's experiences and is not intended to provide country specific answers on how best to achieve UHC.
