Locally Led Climate Action: A World Bank Operational Approach

This note sets out a vision and agenda for the World Bank on Locally Led Climate Action (LLCA) as an operational approach that builds from global experience, in addition to World Bank experience, to accelerate the integration of locally led mitigation and adaptation at scale. As an approach, LLCA aims to increase the share of finance received and managed by local actors, strengthen inclusive and participatory processes and decision-making over investments at all levels of governance, inform investments by local knowledge and climate science, and build the capacity, accountability, and transparency of institutions for sustainable low-carbon and resilient development.
