OBA Webinar Series Innovative Financing for Solar Irrigation

How can Output-Based Aid (OBA) subsidies make investments affordable to farmers in rural, remote areas of Bangladesh?


Solar-based irrigation systems are an environmentally friendly solution for agriculture. Bangladesh has embarked on a process of replacing diesel pumps with solar irrigation to reduce dependency on fossil fuel under a private sector-led implementation arrangement. The webinar will focus on one financing mechanism that supports this process—Output-Based Aid (OBA) subsidies that make the investment affordable to farmers in rural, remote areas of Bangladesh. GPOBA has financed the development of solar irrigation technology in off-grid areas under the Rural Electrification and Renewable Energy Development (RERED) Projects.

Md. Enamul Karim Pavel currently leads IDCOL’s renewable energy team in Bagladesh. He joined IDCOL, a non-banking financial institution, in 2004 and has been instrumental in the development of IDCOL’s renewable energy programs, including solar home systems, solar irrigation pumps, domestic biogas, improved cook-stoves, solar mini-grid, and biogas and biomass based electricity projects. Enamul is an expert in financial modeling, with experience in developing financial models for various renewable energy projects. In addition, he teaches financial modeling courses offered by IDCOL. Prior to joining IDCOL, he served in various administrative positions for the Government of Bangladesh.

Zubair K M Sadeque is the Task Team Leader for the successful RERED projects, which support increased access to clean energy—through renewable energy—in rural areas of Bangladesh. Before joining the Bank in 2009, Zubair was a lecturer in finance at North South University in Dhaka. Trained as a financial analyst, Zubair has a bachelor’s degree in Business Administration from North South University Dhaka, an MBA from Heriot-Watt University in the UK, and a master’s degree in Information Systems Management from Duquesne University in the US. Zubair earned his CFA charter in 2009.

Raluca Golumbeanu is the transaction advisor/co-TTL for RERED-GPOBA grants. She has experience with OBA energy operations in fragile states, including Mali and the Solomon Islands. Prior to joining GPOBA, Raluca managed a number of energy access and renewable energy operations and trust funds in the Africa Energy Unit, including the Africa Electrification Initiative. She holds a master’s degree in International Development from Georgetown University.
