Performance Based Financing: A new paradigm to strengthen our Health System

Honorable Commissioner for Health, Permanent Secretary, Ministry of Health, Honorable Chair of House Committee on Health and other honorable remembers, LGA Chairmen and all distinguished heads of parastatals and agencies of the Ministry of Health, colleagues and all eminent practitioners – doctors, nurses, pharmacists, laboratory scientists, other colleagues, gentlemen of the press, ladies and gentlemen. Let me start by congratulating Ondo State for this State Council on Health and especially the Executive Governor for his visionary leadership and unparalleled concern on the health of the entire citizen of the State. I have in the last six years advise and work with this government and I am proud of your commitment and achievements; including Abiye project, Mother and Child Hospitals, Gani Fawehinmi Diagnostic Center, special attention to primary health care, national champion on immunization of under 5 children, the most improved health indicators in the southwest and number 4 in the country between 2008-2013, Agbebiye Initiative and establishing the first University of Medical Sciences in the country.

 

The performance goals of the health sector are to improve the health status of targeted population, provide financial risk protection and ensure customer satisfaction. More often than not the first goal appears to be the driving force of most health systems but increasingly customer satisfaction has significant effect on the demand for services and affects access to healthcare. Similarly financial protection especially of the poor is critically important more so as this is a key consideration under Universal Health Coverage. It is left to governments- represented as politicians, policy makers and health planners to ensure the coverage of all citizens with quality health care. Every citizen has a right to health as a fundamental human right.
