The new online Smart City Guide, developed by the Agence Française de Développement (AFD), aims to contribute to strengthening the digital capacities of local public actors by offering them an introductory quiz to assess their knowledge, approaches, toolboxes, practical exercises, a glossary, a webography and inspiring initiatives from their peers (go to the burger menu to find all types of content). Structured in three main parts, the guide should enable local authorities to understand, act and adapt. The interactive guide offers different reading paths depending on whether one wants to find a way to digitize a concrete project, initiate a transformation of the functioning of its administration or improve its relationship by digital tools with citizens and voters. It allows cities to submit their initiatives, leave comments and download working documents.
The Smart City Guide provides guidance on 4 main urban areas: urban service management; urban planning and risk management for the most vulnerable; innovation and local economic development; relations between local authorities and citizens. It also tackles the challenge of the internal digital transformation of the local authority through 4 pillars: development of technical and human resources; digitization of the local authority processes and tools; open data actions and policy; consolidation of digital technologies in daily practices over the long term.
