The objectives of the project are (i) to lay the foundations for a strengthening of community level governance, and (ii) to support community-managed sub-projects comprising reconstruction and development that improve access of rural communities to social and productive infrastructure and services.
The outcomes will be (i) the establishment of a framework for village level consultative decision making and representative local leadership as a basis for interaction within and between communities on the one hand, and with the administration and aid agencies on the other, and (ii) local level reconstruction, development, and capacity building which will lead to a decrease in poverty levels.
