A Needs Assessment of Low-income Mothers and Childcare Providers in Urban Bangladesh (2022)

Bangladesh stands out on childcare with the enactment of the 2021 Child Daycare Center Bill that seeks to comprehensively regulate the sector which has seen increasing demand – given rapid urbanization, declines in multi-generational households and the rise in women’s labor force participation. Using a sample of 1,200 low-income mothers in Dhaka and Chittagong, this research finds that existing quality childcare options are “skewed to the rich,” and that women from poorest families may be compelled to work regardless. Major findings include that while the demand for affordable childcare is rising fast the quality of services is low, and that the current financing mechanism for low-cost care is unsustainable, suggesting a need for government subsidies. Read more.
