Why do inequities in policy implementation persist even when women achieve parity as elected officials? This conversation with Bhumi Purohit offers granular insights into behavioral and institutional barriers faced by women leaders in India. She discusses access to networks, gender quotas, and the need to expand women’s social and political capital as a means to counter bureaucratic resistance – an extreme form of “negative discretion” which, she finds, results in almost three times less help from bureaucrats for policy implementation on behalf of female politicians.
