From Participation to Empowerment: The Case of Women in Community-Based Water Management in Hydrologically Diverse Southwest Coastal Bangladesh (2025)

Despite Bangladesh’s 30% quota for women in water management organizations (WMOs), efforts to empower them have yielded mixed results. This study examines women's participation in WMOs, revealing greater empowerment in water-secure areas and lower outcomes in regions with hydrological and socio-political challenges. The authors conclude that effective empowerment depends on the fair selection of women in WMO leadership roles, reducing elite influence, addressing cultural barriers and implementing sustainable water security programs that ensure well-maintained water infrastructure.
