My website is at www.infragov.com. My training website is now a part of my website whereas before it was separate. I created INFRAGOV for the purpose of conducting training programs on project design, negotiation, contracting, project implementation, and monitoring using transaction cost economics as my analytical framework. Training is directed to government officials, consultants, academics, experts in various technical fields from developing countries. Training would be held in various cities around the world where there is demand. Announcements will be made on my website beginning the first quarter of 2014. My specific interest in training is twofold: first, to promote TCE and to gather deeper knowledge about economic exchange; and second, to learn more about the science of project delivery as promulgated by President Jim Kim of the World Bank, I spent twenty years in World Bank senior management (c. 1977-1997), ten years in various posts in the U.S. Agency for International Development (USAID) (1964-1969; 2001-2005), and ten years as an independent contractor. I am specialized in investment finance and institutions for infrastructure, business, and industry development; corporate and project finance; and public and private sector policy and management reform in over 15 countries in five of the world's major regions. I am fluent in Brazilian Portuguese and technically competent in speaking and reading Spanish. I was born in Hawaii; all of my grandparents were immigrants from China, Hawaii, Ireland, Scotland, and England. With USAID, I was their Trade and Investment Policy Advisor for the Philippines; Director of Economic Growth for Kosovo; and Regional Trade Advisor for the Southern Africa Development Community (SADC) Southern Trade Hub located in Gaborone, Botswana, which services the 18 countries in the Southern Cone of Africa. I also consulted with the Asian Development Bank (ADB) in Pakistan, Philippines, and Sri Lanka; the Food and Agriculture Organization (FAO) in Pakistan and India; the Department of Public Works and Highways in the Philippines; the World Bank in Mozambique and Pakistan; and a number of private firms. From 1970 to 1974, I headed up training for Peace Corps Volunteers going to Brazil and introduced the first all-in-country training for that country. From 1965 to 1968, I was Chief of Party for the USAID funded Rural Industry Technical Assistance (RITA) Project in Alagoas, Brazil, a project to develop commercial centers in the State's interior drought area of Northeast Brazil by establishing wholly-owned and operated Brazilian small and medium sized industries by employing a form of penny capitalism. I am trained in engineering (with distinction) with a BSc. from State University of San Francisco; finance and international business (with distinction) with an MBA from the University of California, Berkeley; and completed all course work for the Ph.D. in organization theory at George Washington University in Washington, DC. I am a certified Cognizant Technical Officer (CTO) for USAID, a graduate of the Executive Leadership Course at the U.S. Federal Executive Institute in Charlottesville, VA.
