Bio:
Winder DORISMOND was born on 6 July in Jeremie, Haiti, where he completed his primary and secondary schools. In early 1990’s, he entered the School of Engineering and the Department of Mathematics of Haiti State University (UEH) among the best ranks through a national contest and obtained a Bachelor’s Degree in Civil Engineering. Then while working for the Public Works Ministry(MTPTC), the Public Company of Water Supply(CAMEP), and the civil aviation office of Haiti(OFNAC), he earned the three-year program certificate of English as Foreign Language at Haitian American Institute(HAI) and had training with Federal Aviation Administration(FAA) on Airport Planning Criteria, Airport Planning and Design, Airport Certification Procedures, Airport Lighting-Marking and NavAids before his Master's Studies in Civil Engineering and Management at National Cheng Kung University(NCKU) including Airport Engineering and Management, Aviation Laws and Regulation. His master’s thesis focused on Decision Analysis and Risk Management Techniques in Construction Projects which includes expressways, airports, railways, bridges, buildings, and the approach of Public-Private-Partnerships (PPPs) was also considered as a strategy to transfer financial project risks to the parties best able to manage them. Subsequently, he attended the Project Management Professional (PMP) Exam Prep Course at Nova Southeastern University, in Fort-Lauderdale and completed online courses at the World Bank Group on Urban Development, at Inter-American Development Bank(IDB) on Project Management Techniques for Development Professionals and Gestión de Proyectos de Desarrollo, at Princeton University on Structural Engineering of Bridges, at Columbia University on Construction Project Management and Construction Cost Estimating, at Delft University of Technology on Next Generation of Infrastructures and Management of Engineering Projects, at Ecole Polytechnique Federale de Lausanne(EPFL) on Management of Urban Infrastructures and A Resilient Future: Science and Technology for Disaster Risk Reduction, and other universities. He taught Engineering Economy, Project Analysis, and Project Management courses at the university level and for professionals. Along with Project Engineer at the Public Works Ministry (MTPTC), Head of Service in the Water Supply, Airport and Aerodrome Engineer in the civil aviation, he was a consultant of Disaster Risk Management/Project Management at MTPTC in a World Bank Project (PROReV) and was instrumental in setting up the Crisis Center, setting strategies for disaster risk management and writing the operation manual of that unit. Moreover, from 2004 to 2012, he represented Haiti in aviation events in North America and the Latin America, evaluated after the earthquake of January 2010 the airport infrastructure damages with ICAO and FAA teams, imposed with other engineers the restrictions to airplanes carrying humanitarian aids using the ACN/PCN method and proposed, after the meeting in Mexico(2011), a Department of Airport and Aerodromes Engineering(DIAA) according to the International Civil Aviation Organization (ICAO) recommendations to work on various discrepancies constituting obstacles for airport certification and considered as projects and programs. While writing books on project management, disaster risk management and articles such as Urban Transportation Systems in the Port-au-Prince Metropolitan Area: Challenges and Perspectives for a Better Management, Sustainable and Resilient Airport Infrastructure Systems: The Case of Aéroport Toussaint Louverture Expansion, he has proposed to the Government of Haiti a Bus Rapid Transit (BRT) with associated infrastructures to solve transportation problems in the major cities of the country and to be financed through Public-Private-Partnerships(PPPs). He has also proposed to the Federation Nationale des Maires d’Haïti (FENAMH) to implement the Local Resilience Action Plan (LRAP) in the municipalities in the context of urban resilience. Finally, Mr. Dorismond is a member of Project Management Institute (PMI) and Project Management Professional (PMP) Credential Holder. He has also affiliated himself with the World Bank Collaboration for Development (C4D), with Understanding Risk, with Sustainable Infrastructure Foundation (SIF), with American Society of Civil Engineers (ASCE) and with the National Body of Haitian Civil Engineers and Architects (CNIAH). He admires places planted of trees and flowers; he is a passionate lover of music, plays a little bit guitar and watches soccer games at home as leisure activities. He is single, but not a confirmed bachelor.
