Mr. Glasser advises on urban legal issues in the World Bank’s Legal Vice Presidency. Previously, Mr. Glasser headed the Knowledge Cluster in the Bank's Knowledge and Learning unit (OPCKL), where he managed knowledge experiments and activities to improve the management and measurement of the Bank’s knowledge services. Mr. Glasser has also served as Lead Urban Specialist in the World Bank, focusing on local government and urban finance issues in South Africa, Tanzania, Kenya, Uganda, Swaziland, the Philippines, and India. Prior to joining the Bank in 2003, Mr. Glasser worked with the South African National Treasury for four years, where he managed a policy program to revive municipal credit markets. The work involved policy, legislation, and advocacy regarding municipal finance, borrowing and financial emergencies. While in South Africa, he also supported the Department of Provincial and Local Government in developing a new Property Rates Act, which replaced a patchwork of provincial legislation. From 1992 through 2000, Mr. Glasser worked with national and local governments on sub-sovereign debt in Romania, Poland, Bulgaria, Bosnia and Herzegovina, and Ukraine. In Poland he helped local and national government policy-makers improve Polish local government finances, and develop new guidelines and institutions for pricing water and wastewater service. He also created and taught courses on a variety of local government finance issues, and presented in seminars in Central Europe, Asia, Latin America, and the former Soviet Union. During this same period, Mr. Glasser designed and managed various large-scale USAID technical assistance and capacity building programs in the local government sector, principally in Central and Eastern Europe, Russia and Central Asia. In 1992 - 1993 he was a resident advisor to the Government of Ukraine, where he managed a local government reform project, and provided policy and analytical support to national and local governments. Before beginning his international development career in 1992, Mr. Glasser worked as a municipal bond attorney and city attorney, and also worked as a registered professional lobbyist in Washington DC, on behalf of Colorado cities whose drinking water supplies had been contaminated by the Rocky Flats nuclear weapons plant.
