US States & Localities: Responding to Ebola GMUS&LGC 10-17-2014.pdf

This is an excellent, thought-provoking piece on the front-line roles US sub-national governments find themselves having to play in the US response to Ebola by US public finance expert Frank Shafroth and his George Mason University State & Local Government Leadership Center team.  While the details of the sub-national governmental systems are different in each of the 3 hardest-hit West African countries, the broad outlines of this article must surely hold as true in these (and most other developing countries) which have experienced the devolution revolution as they do in the US. The Ebola outbreak should serve as a particularly dramatic example of the need to devote more resources to support sub-national governments in their efforts to improve their operational and financial management performance.
