The promotion of popular participation in development through local administration system requires that the central government in the formation of municipal councils take into account to achieve the independence of boards and then by taking into account all of the administrative efficiency considerations (technical) and considerations of democracy (political) in this area. Technical considerations need to see the availability of qualified members in the municipal councils experienced specialist priority so as to ensure the ability of these boards to plan and implement development projects and the ability of effectiveness. While political considerations need to see the representation of members of the municipal councils of the various segments of society and interests groups, which ensures indirect involvement of these different categories and segments and local interests.
The formation of local councils multiple ways and styles vary from one country to another, and generally there are three methods of election and appointment, mixed method, a combination of election and appointment.
