OPRC program was introduced in undivided Andhra Pradesh in 2009 and has been implemented in two phases covering around 4,300 km of roads, bundled into 26 packages. OPRC I Packages have already been completed successfully and OPRC II Packages are under implementation and is expected to be completed by 2017.
OPRC is typically a long-term (5-10 years) maintenance contract for highway and road networks. The scope of the contract includes rehabilitation and improvement works, if any required on the road section, routine maintenance based on defined level of service (LOS) and emergency works, as and when required. Payments for the maintenance works are linked to achievement of desired level of services, whereas the payments for rehabilitation and improvement works are based on milestones achieved.
Unlike traditional maintenance contracts, under OPRC, contractor is responsible for planning, design & completion of pre-defined maintenance works including road condition monitoring, incident management, environment protection, emergency works and traffic management to maintain the desired LOS.
