The Ministry of Urban Development, Government of India is considering a proposal to relax the population criteria for metro rail projects given the increasing demand for Metro projects in the country. Currently, Metro projects are approved for cities with population of 20 lakh or more, the new proposal would reduce this to 10 lakh. Is this a good idea considering that even Delhi metro has a very low ridership as compared to some of the internationally successful metro projects and this may result in huge subsidy burdens for the states.
