I am looking for country experience with contribution collection for social insurance -- health or pensions. What has been tried? What has been successful? What are the key elements of a successful program? How have countries successfully reached out to the "missing middle" -- the self-employed and non-salaried workers who are not poor? How have these contribution collection efforts evolved over time? In particular, successful applications of mobile technology, smart cards, universal ID programs, pre-paid cards, etc. would be of particular interest. If anyone has good Power Point presentations on this topic that can be shared, that would be even better. This is for a presentation to the new government of Indonesia to help them understand the challenges of scaling-up to achieve universal coverage through a contributory system. Thanks.
