Is India competing with China in Africa to not involve Africans in their investments?

I find it interesting that a Chinese herbalist by the name of  Professor Tian Sheng Xun - https://www.facebook.com/photo.php?fbid=10155477202133184&set=a.241274513183.140501.513053183&type=3&theater can come to Africa, identify some plants, and use them to invent a medicine named after him called Tian Immunity Booster (TIB) for the treatment of HIV/AIDS and get recognition of his treatment by a Japanese university and a German University, including the German University’s distinguished medical scientist Dr. Josef Schneider of Freiburg University.

Little is known about the stakes of Africans in this business. This is similar to another investment by an Indian group - https://www.facebook.com/photo.php?fbid=10155483695688184&set=a.241274513183.140501.513053183&type=3&theater.
