The challenges faced by developing countries especially sub-saharan Africa like Nigeria includes;
Practical difficulties such as lack of statistical data, the diversity of Nigerian agriculture, the complexities and ambiguities of land tenure, the need for credit to pay premiums.
Secondly is the problem of enough administrative personnel and the lack of adequate resources to finance insurance schemes or to reduce farming risks especially pests and diseases.
