IFC is seeking the service of a short term consultant to support the IFC team in the start-up and initial activities for the Transaction Advisory Services Facility (TASF) program in Tanzania. This will include support in drafting and revising terms of reference, meetings with different stakeholders and identification of similar efforts in the mini-grid space in Tanzania.

A breakdown of tasks and deliverables included in the scope of work is outlined below:

• Task 1: Revise the TASF implementation plan and operational guidelines:The Consultant will review the current implementation plan including the operational guidelines, and provide recommendations towards improving it. In consultation with IFC, the Consultant will update the implementation plan and operational guidelines. This includes a detailed description of the service request process, beneficiaries’ eligibility criteria, beneficiaries’ contribution (if any), contractual templates, service level agreements, communication tools (promotional material), implementation plan and strategy. Deliverables: An updated implementation plan and operational guidelines
• Task 2: Coordination with other entities (national and international):The Consultant will meet with different entities (local, regional and international) that support work related to mini-grids to understand and document their activities as a means to identify any potential overlap or complementarity with the TASF program. Deliverables: List of organizations (local, regional and international) involved in mini-grids and a summary of activities.
• Task 3: Developing a roster of potential project developers: The Consultant will prepare a roster of existing and potential project developers of mini-grids, including local ones as well as regional/international ones that are interested in the market in Tanzania. Deliverables: Roster of project developers in the mini-grid space (local, regional and international) grids and a summary of activities.
