    I disagree with the suggestion that the pico solar sector moves from a donor driven sector to a commercial market. The bottom of the solar market in Africa has always been fully commercial, even informal sector driven. What is actually happening in my view is that the pico solar market is increasingly recognized as a serious element for public sector energy access strategies. This was different 10-15 years ago, when the public sector only accepted the larger SHS as possible policy element.

     

    The  missing piece in this process seems to be how to integrate pico solar in public universal access strategies in an equitable and fair manner: How can distribution cost of pico solar become a public resonsibility, rather than putting all cost ( including the cost of finance In PAYG systems) to the rural, relatively poor end-users?
