While the focus in health financing has been largely on raising sufficient funds for the response, the pandemic increases the risks of financial catastrophe and impoverishment due to out-of-pocket health payments (OOPs). This is partly to do with reduced employment and household incomes, and partly linked to changes in utilization patterns or in policies linked to OOPs. The session will explore with selected country policy-makers whether all OOPs for COVID-19 health services are free, and what has happened to OOPs for other services. The session will also discuss the extent to which existing policy options can be tailored depending on the countries macro fiscal and health financing conditions to minimize the population at risk of facing catastrophic and impoverishing health expenditures. The question of whether people seem to be foregoing other needed health services because their incomes have fallen, or because of the fear of infection with COVID-19, will be considered, as will questions of how to maintain financial protection at a time of reductions in GDP per capita, government revenues and household incomes.
