After exploring what we mean by the “frontline” (i.e. primary care facilities, community level, other), the panelists will describe how health financing arrangements are currently supporting (or perhaps hindering) frontline services from responding to the pandemic while maintaining other essential health services. The mechanisms that are being used to do this will be considered as part of the discussion – for example, results-based payments, other incentives to staff, more flexible money. Whether more flexible arrangements require more supervision is also a focus, before turning to the lessons for the future.
