PSNP implementers recently undertook a Gender Analysis to assess vulnerable women's challenges to participate in the program and recommend enhancements to existing gender-related program provisions. Findings from the analysis have been incorporated into the safety net’s program design, and implementers are rolling out the enhanced provisions. In Dire Dawa’s Hulahulul woreda, Shemsi Adem, a public works beneficiary and single head of household, says her participation in PSNP’s public works has reduced her hours away from home, allowing her to spend more time caring for her children. “My children are now almost ready to start taking care of themselves. One has gone to college and graduated. Another has a two-year diploma and is looking for a job. If there were no safety net, I would not have been able to achieve any of this.”

Sadia Jemal, 30, successfully appealed her exclusion from the rural Productive Safety Net Program to secure benefits for her and her family. Household selection for the safety net takes place every five years and is undertaken by representatives nominated by the wider community. Over the years, repeated assessments have shown that those selected for entry into the PSNP in this manner are indeed significantly poorer than those who are not. However, the exclusion of deserving households still happens, which is why safety net programs like the PSNP have grievance redress mechanisms in place so community members can raise any concerns about the program.
Ali Adem joined the safety net 15 years ago as a public works beneficiary and self-graduated five years later. Now he is chairperson of his neighborhood (kebele) and considers himself a successful businessman. Since graduating from the safety net, he has continued to build his assets and is pursuing a degree in economics. PSNP’s community-led Public Works are planned and carried out to support the creation of sustainable assets and an improved enabling environment for livelihoods. Ali sees the PSNP public works not only as having helped him start his business but also as having helped restore the climate of his community.
