About the webinar

An efficient deposit insurance scheme is an essential instrument of a country’s financial safety net to ensure confidence in the financial system and avoid contagious runs in times of crisis. While deposit insurance schemes are less common for cooperatives than for banks, countries that have cooperative deposit insurers in place experience significant benefits: better data collection and analysis, better supervision and planning, and ultimately a more level playing field that allows the sector to grow, diversify and compete with traditional banks. And because cooperatives usually cater to the smallest depositors, a well-functioning deposit insurance system will protect the savings of those who need it most. Given the existing interest in many countries to cover the deposits at CFIs with deposit insurance, the webinar will provide an overview of the global use of deposit insurance, as well as of concrete experiences in the introduction and operation of deposit insurance schemes. 

 

Panelists

Dave Grace, Managing Partner, Dave Grace & Associates

Dave Grace is a financial inclusion and financial sector policy expert that has worked in over 80 countries advising financial institutions and governments. He is Managing Partner of Dave Grace & Associates whose clients include the Asian Development Bank, World Bank, International Monetary Fund, United Nations, Gates Foundation and others. 

His firm also serves as the Secretariat for the International Credit Union Regulators’ Network, where he serves as the Executive Director. He was previously with the Federal Reserve Bank in the United States and Senior Vice President for the World Council of Credit Unions. Dave has designed deposit protection programs in Suriname, Barbados and South Africa.

He is a Research Fellow at the University of Wisconsin’s Center for Financial Security and on the Steering Committee of the Smart Campaign. He has a master’s degree in international affairs and finance from Washington University in St. Louis

 

Mathieu Soglonou, Director General, Confederation of West African Financial Institutions (CIF)

 

Mathieu is a professional with twenty years of experience in international development and decision making. He is competent in project management, planning and programming linked to national development priorities (sector strategies, financial inclusion, agriculture/agribusiness, youth economics empowerment, women and girl economic empowerment, Clean Energy), policies and programs, regional and sub-regional institutions and programs. Previously, Mathieu led the implementation project to foster financial inclusion in Benin on behalf of the Millennium Challenge Account. Prior to joining CIF, Mathieu worked as Chief Technical Advisor and Regional Technical Advisor for UNCDF.

 

Maria Elena Grueso Rodríguez, General Director, FOGACOOP – Fondo de Garantia de Entidades Cooperativas (Colombia)  

Maria Elena is a lawyer with a master’s degree in law from the Sergio Arboleda University (Bogotá). She has two specializations, one in Commercial Law and another in Financial Law from El Rosario University (Bogotá).

Mrs. Grueso has professional experience of more than 20 years, specifically in the Financial and Public sector. She worked for General Secretariat of Fogacoop between 2008 and 2016 and returned as Director in 2019 after working as an Assistant Magistrate at the Jurisdictional Chamber of the Superior Council of the Judiciary for three years.

Additionally, Maria Elena has wide experience as a university teacher in economic and financial legal areas.

 

Silvana Sejko, Deputy General Manager, ADIA - Albanian Deposit Insurance Agency

Silvana Sejko is a Senior Financial Sector and Deposit Insurance System expert with 25 years of experience and extensive skills and knowledge on deposit insurance system, IADI international standards and EU Directive; financial sector legislation and regulations; policy setting and implementation; crises management & contingency planning; corporate governance in both public and private financial sector and financial inclusion.

Silvana has extensive professional experience gained during international assignments with World Bank and other development agencies, working on the field in developing countries in South East Asia and Central East Africa regions, as well as her native country Albania.

 

Moderator

Danilo Palermo, Senior Financial Sector Specialist, EFI, World Bank Group

Danilo Palermo is a Senior Financial Sector Specialist at the World Bank’s Financial Stability Global Practice, where he assists countries around the world in developing and implementing bank resolution frameworks and deposit guarantee schemes. 

He is also the World Bank’s representative at IADI and the deputy-representative at the Financial Stability Board’s Resolution Steering Group. Before joining the World Bank, Danilo was the deputy-head of the bank resolution department at the Central Bank of Brazil, where he led the teams in charge of developing the new resolution law, regulating the country’s deposit guarantee schemes and preparing resolution plans for systemically important institutions.

Before that, he was a legal practitioner at Pinheiro Neto Advogados, in Brazil, in the fields of banking and corporate law. He holds an A.B. from the Sao Paulo State University (Brazil) and an LL.M. from Leiden University (The Netherlands).
