Maritime project. New construction. Port will be constructed in Anaklia, Samegreo-Zemo Saneti Region, Western Georgia. The location, a few miles south of the existing town was selected because it there is a deep water approach channel that comes close to the shore in this location.
Technical description
The Anaklia Development Consortium (ADC) is developing the Anaklia Deep Sea Port and the Anaklia Free Industrial Zone in the Black Sea Region. Both developments are granted through an investment agreement provided by the Ministry of Economy and Sustainable Development of Georgia for the rights to develop, finance, design, construct, operate, market, manage, and grow the Anaklia region.
The Anaklia Development Consortium is a joint venture between TBC Holding LLC, which is based in Georgia, and Conti International LLC, a major United States-based developer of infrastructure and capital projects. Other key partners include the port designer Moffatt & Nichol and the port transaction advisor Maritime & Transport Business Solutions from the Netherlands.
ADC has completed a concept design for Anaklia Port and Free Industrial Zone. The Anaklia Deep Sea Port will cover approximately 400 hectares of land, and the consortium will have exclusive rights to use the land for 49 years.
Major aspects are the following:
Creation of a port capable of accommodating Post-Panamax Size Ship
Optimized land footprint (less than 40% of total 1,000 hectares).
Flexibility for multiple cargo and vessel types (Panamax, Handymax, Aframax)
Maximized facility throughput (intermodal, modern STS cranes, automation).
Minimized waterfront (dry bulk and liquid piers on breakwater).
Eco-friendly sustainable practice
The development of the new port is structured along several phases:
Phase 1: cargo turnover (throughput) of at least 7 million tons of cargo per annum
Phase 2: cargo turnover (throughput) of at least 14 million tons of cargo per annum
Phase 3: cargo turnover (throughput) of at least 21 million tons of cargo per annum
Phase 4: cargo turnover (throughput) of at least 30 million tons of cargo per annum
Phase 5: cargo turnover (throughput) of at least 40 million tons of cargo per annum
Phase 6: cargo turnover (throughput) of at least 55 million tons of cargo per annum
Phase 7: cargo turnover (throughput) of at least 70 million tons of cargo per annum
Phase 8: cargo turnover (throughput) of at least 85 million tons of cargo per annum
Phase 9: cargo turnover (throughput) of at least 100 million tons of cargo per annum

Investment amount
The total estimated costs of the project are 2,5 bln. USD, for which Phase I 586 mln. USD. Government will provide 1000 hectares of land plot and necessary hinterland connections (rail-road). Total cost of the Governmental Commitment is approximately 100 ml. USD.
Implementation schedule
Starting of construction works is planning: final dates will be determined in the Investment Agreement which is under negotiation as of today. The first phase is to begin in July 2016 and end in 2019. The rest of the timeline will be dictated by the market with and all phases should be implemented by 2030.

Negotiations on the Investment Contract with ADC is being finalized.
