Ministers responsible for Transport of the EU Member States and Partner countries of the Eastern Partnership and representatives of the European Commission (hereinafter "the Participants") have met in Luxembourg on 9 October 2013 back to back with the formal TTE Council to discuss cooperation in transport and logistics, with special emphasis on the improvement of transport connections between the EU and its closest neighbours.
To achieve closer transport market integration with the neighbouring countries, the Commission published a new EU Neighbourhood Transport Action Plan setting out over 20 actions for the short and longer term to strengthen transport connections. The full detail of these measures are set out in the Communication on "The EU and its neighbouring regions: A renewed approach to transport cooperation."
The Heads of State or Government and representatives of the Republic of Armenia, the Republic of Azerbaijan, Georgia, the Republic of Moldova and Ukraine, the representatives of the European Union and the Heads of State or Government and representatives of its Member States, are committed to the success and the development of the Eastern Partnership, and have therefore agreed to the following: A deeper bilateral engagement: Political association, Socio-Economic integration and mobility.

The first stage of the negotiations between the Republic of Armenia and the European Union on the Comprehensive Air Transport Agreement has been kicked off. In the frames of this agreement the Republic of Armenia will join the EU Common Aviation Area, and as a result the parties will liberalize the market, providing the airlines with the opportunity to operate the routes without any limitations and enjoy equal opportunities of servicing a market with a population of 500 million.
The European Commission published a new Neighbourhood Transport Action Plan to strengthen transport links with
neighbouring regions to the East and South of the EU. The plan proposes more than 20 concrete measures, in the short and longer term, to make transport connections smoother, safer and more reliable. At the same time, it will deepen market integration to the advantage of both the EU and its neighbouring regions.
Study is intended to provide the basic information regarding the characteristic of the Eastern Partnership strategic transport networks and also provide a first overview of the existing traffic flows and the demand forecast by 2030. Annex 1 includes railway and road indicators.

Azerbaijan’s road network includes, in addition to secondary and local roads, two major highways: the east–west highway linking Baku, the country’s capital, to the Georgian border, and (ii) the north–south highway running from the Russian Federation border to the Iranian border via Baku. The east–west highway, which is about 500 kilometers (km) long, is one of Azerbaijan’s main transport links to the western region and for external trade.
The main strategic view of the concept is to take account of the current opportunities and resources and attain a stage characterized by sustainable economic growth and high social welfare, effective state management and supremacy of the law, the full ensuring of all human rights and freedoms and the active status of the civil society in the country’s public life.
The transport sector is an important economic sector in Belarus, contributing 6.7 percent of GDP in 2008 and 6.6 percent in 2009. Belarus has been a net exporter of practically all modes of transport services. The country serves as a transit transport corridor between the European Union (EU) and Russia and potentially between the EU and Asia.
A US$150 million World Bank loan funded the section of the M5 road that connects Pukhovichi to Bobruysk, in central Belarus. The motorway is of significant importance to the people who live near it – approximately 10 percent of Belarus’ population.
