2013-22 - Moldova, Construction of European gauge railway track and electrification of Chisinau-Ungheni section

Rail project. Upgrade, new construction. Railway line Chisinau-Ungheni is part of the IX Pan-European corridor (according to the decisions of the Pan-European Conference of Transport Ministers in Crete, 1994, and in Helsinki, 1997), and is included in the TRACECA zone.

Technical description

Railway line Chisinau-Ungheni has a length of 107.6 km and a standard gauge for the railway network of the Republic of Moldova of 1520 mm. The following works are needed:

1) Rehabilitation of the existent railway line (1520 mm gauge) should include:

  • capital repair of existing line;
  • performing the necessary art works;
  • preparation for the construction of 1435 European gauge line


2) Work on the electrification of the existing 1520 mm track line Chisinau-Ungheni should include:

  • construction of traction substations and power lines;
  • construction of contact network facilities;
  • acquisition of rolling stock for the 1520 mm track gauge;
  • construction of new and rehabilitation of the remaining railway automation and telecommunication devices at stations and hauls (from the perspective of future connectivity to 1435 mm track gauge).

 

3) Work on the construction of railway line to the 1435 mm gauge, the electrification works completion. The following works must be carried out:

  • construction of railway line of 1435 mm gauge with the construction of the necessary art structures and electrification;
  • construction of locomotive depot for electric rolling stock (1520 mm and 1435 mm), the location of the depot to be determined by the project;
  • acquisition of rolling stock for the 1435 mm track gauge;
  • completion of electrification.

 

The project is included into the Action Plan for implementation of the Transport and Logistics Strategy, § 48, 60, Priority Investment Projects of the Transport and Logistics Strategy for years 2013-2022, approved by the Government Decision N° 827 from 28.10.2013

Investment amount
The project cost (except the purchase of electric rolling stock) is estimated at 401,7-536,6 mln. Dollars, according to the prefeasibility study "Construction of European gauge railway line Chisinau-Ungheni" provided by the Institute of Design and Research of Romanian Railways in 2001.

The purchase of new electric railway stock is estimated at 135,0 mln. Dollars, according to the prefeasibility study "Rehabilitation and electrification of the Moldovan Part of the IXth Pan-European Corridor" in the framework of the European Union Program TACIS, in 2000.

Implementation schedule
The estimated period for the construction of the electrification object Chisinau-Ungheni, without the preparatory period and with the condition of an existing approved project in the prescribed manner, is 18 months, according to the Construction Regulations 1.04.03-85, part 2, 1991 edition.
Status
CFM specialists have set a specification paper that stipulates technical conditions for construction of European gauge railway track and electrification of Chisinau-Ungheni sector, approved by the leading engineer of Moldovan Railway.

 

Surveys were conducted in 2000 by the Consortium Dorsh Consult (Germany) as part of the program TACIS, financed by the European Commission. Offsite surveys were conducted by technical experts in partnership with CFM managers and engineers to become familiar with operation, traction, rolling stock, signaling, economics and railway management.

 

Prefeasibility studies:

  • "Construction of European gauge railway line Chisinau-Ungheni", provided by the Institute of Design and Research of Romanian Railways in 2001.
  • "Rehabilitation and electrification of the Moldovan Part of the IXth Pan-European Corridor", developed in the framework of the European Union Program TACIS, in 2000.
Expected impacts on transport, environment, social, other
Environmental impacts: In the context of the National Programme for environmental safety for 2007-2015 years, approved by the Government Decision Ns 304 from 17.03.2007, Law N° 1515 from 16.06.1993 "On Environmental Protection" and the fulfillment of RM obligations under international treaties on climate change and environmental protection, the implementation of investment projects on infrastructure rehabilitation and renewal of locomotive fleet is aimed at reducing harmful pollutants emission as exhaust gases, noise and vibration reduction.
Source of Funding

Possible sources would be:

  • Loan from international financial organizations;
  • A loan or grant from the Government of the Republic of Moldova;
  • Loan from an Moldovan bank repayable by CFM.
