How does lock - in have an effect on targets?

The following is a paper from the Stockholm Environment Institute. As a preface to this information on carbon cost as a component of production metric they mention the issue of impact cost and competitive alternatives. Loss of life happens when we arrive halfway to an objective, as with carbon, nations have attempted abatement in the past, supporting analysis of constitutional pertinence and common stewardship and trust are relevant to mutual process. In humility it is my initial impression that the abatement as represented is under-scaled. Priority issues like this are always worth the time.
