Road Project – This project is located on the main road corridor N° 3 Berlin/Dresden-Wroclaw-Lviv-Kyiv (European transport network TEN-T) and would improve connections with the EU. In Poland, the connecting road A4 between Rzeszow and Korczowa is being upgraded. The road connects Ukraine with Poland through the new control checkpoint through the border "Krakovets".

Technical description
The existing M-10 road passes through a number of population centers, leading to increased accidents, environmental degradation and the need for low speed limits.
The project envisages the construction under PPP concession of a new tolled road parallel to the existing one and designed to bypass the existing settlements (Nakonechne, Nakonechne, Yavoriv, Ivano-Frankove and Lviv (the northern by-pass).
It is divided in three phases.

Investment amount
The estimated cost for Lviv-Krakovets section (Phase I) is 400 mln EUR. The estimated cost for Lviv-Brody section (Phase II) is 366 mln EUR. The estimated cost for Brody-Rivne section (Phase III) is 450 mln EUR.
Implementation schedule
Georgian Railways and Azerbaijan State Railways have agreed on the scheduled operation of a container train between Pori and Baku and started operations in early 2012. However, due to a plenty of issues (see technical description) the offered rail service is still lacking competitiveness.

Phase I Section Lviv-Krakovets The section is ready for construction. Project documentation for the construction of Phase I has been developed and approved by the Government.
The draft of land acquisition has been developed and approved
Preliminary works for the first stage of construction are completed
Archaeological works are carried out
Plots of land for road construction are allocated
Working documentation for the first and third phase of construction is prepared
On April 2015 Cabinet of Ministers of Ukraine launched a concession tender for construction and operation for the section Lviv-Krakovets (Phase I). The tender has failed because none of the applicants corresponded the requirements. The main concession terms include:
The concessionary is Ukravtodor, the State Road Agency of Ukraine, which falls under the authority of the Ministry of Infrastructure of Ukraine;
Ukravtodor will provide the land necessary for construction of the new highway;
The concessionaire provides 100% of construction financing;
Toll revenue will be directed to the State budget of Ukraine;
The concessionaire assumes the risk of construction and operation cost overruns;
Government makes decisions on granting concession, payment mechanism, state guarantees provision and maximum fares.
Phase II Section Lviv-Brody
A concession agreement was signed 26.12.2002 and amended 16.03.2011.
The Concessionary is developing the design documentation.
Phase II Section Brody-Rivne
Preliminary feasibility study was developed in 2003.

Increasing the average speed of vehicles to 70-80 km/h. Achieving the capacity through the checkpoint "Krakovets-Korchevaya" in 5000 freight vehicles per day.
