Mobilizing Domestic Resources for Health: How can countries use the JLN Messaging Guide and the JLN Narrative Summaries on Public Expenditure for Health to help address their resource mobilization challenges

This session will provide an in-depth look at the Making the Case for Health: A Messaging Guide for Domestic Resource Mobilization and the Narrative Summaries on Public Expenditure for Health. Country members of the DRM collaborative are invited to discuss the advantages of using these resources (separately or in combination), and how succinct messages aimed at finance policymakers can be further adapted to country needs. 

Making the Case for Health: A Messaging Guide for Domestic Resource Mobilization was created in response to country requests for evidence-based arguments that can support communication across the health and finance sectors to make the case for investment in health. The guide has benefitted from the joint participation of health and finance policy makers in distilling and refining these messages to bridge communications in the most effective way possible. The guide provides a set of 16 compelling messages that can be used to make the case for investment in health as a way of achieving health sector objectives, including Universal Health Coverage goals. To resonate with finance stakeholders, key health financing topics are explained through applied macroeconomic concepts and are complemented by country experience. The guide draws on key health financing principles and functions. DRM collaborative members’ own experiences and formative literature have been drawn on to craft each message and are highlighted in the references, which can be helpful for a deeper dive into the concepts. The JLN DRM collaborative members have also created narrative summaries for their countries to help Ministry of Health policymakers effectively analyze and present evidence-based arguments for investment in health to their Ministry of Finance counterparts - using their own budget data and supplemented with global resources. The concise analyses explore how trends in data are related to within-country policy dialogue and/or health financing reforms. Each narrative summary shares a country experience and demonstrates how countries can use historical evidence for policy dialogue. Since 2020, 8 narrative summaries have been produced by members of the Collaborative for Armenia, Bangladesh,
Cambodia, Lao PDR, Indonesia, Nepal, Pakistan, and Vietnam.

This deep dive will provide an opportunity for participants to share their contemporary challenges in mobilizing resources for health and will present practical resources for shaping country dialogue that are created by the Joint Learning Network’s DRM collaborative. The session will demonstrate the versatile applicability and adaptability of the Making the Case for Health: A Messaging Guide for Domestic Resource Mobilization and the Narrative Summaries on Public Expenditure for Health, particularly for low- and middle-income country policymakers who are interested in mobilizing domestic resources for health through discussions with their Ministry of Finance counterparts.



The Health Systems Flagship Program Flagship Program is one of the World Bank’s premier offerings for policy dialogue and capacity building and aims to facilitate a strategic and systematic approach to planning health system reforms that will move countries to Universal Health Coverage (UHC). 

The Flagship Program includes a 7 to 8 day ‘core course’, a series of ‘deep dives’ and self-paced eLearning modules. The deep dives are offered as 1-3 day webinars, based on demand and availability/time zones. These deep dives allow World Bank staff and other faculty members to tailor content to clients and alumni of Flagship courses, while encouraging peer-to-peer knowledge exchange. This deep dive is the third in a series that is focused on Domestic Resource Mobilization and is hosted by the Joint Learning Network’s Health Financing Technical Initiative.
