February 16 - 18, 2022 - "Tackling the Rising Burden of Non-Commuicable Diseases" - NCD Deep Dive

A Deep Dive course on Chronic Care Models for Non-communicable Diseases (NCDs) was conducted virtually during February 16-18, 2021, as part of the Bank’s Health Systems Flagship Program.  The main objective of the course was to inspire and motivate policymakers and participants to learn from promising service delivery models and to build back better, drawing on innovations introduced during the ongoing pandemic.  The Deep Dive course was delivered in collaboration with the World Health Organization (WHO) as part of the broader partnership between the two institutions.  The course brought together nearly 200 participants from 30 countries representing virtually every continent, a stark reminder of the rising burden of NCDs in all low and middle-income countries (LMICs).  Participants included representatives from ministries of health, development agencies, civil society, private sector, and research institutes, who are engaged in the prevention and control NCDs.

February 28, 2022 - "Making the Case for Investment in Health: A Messaging Guide for Domestic Resource Mobilization (DRM)" - Messaging Guide - Deep Dive

Background: As in recent years, the Health Systems Flagship Program includes a multiday ‘core course’ and a series of ‘deep dives’. The ‘deep dives’ are offered as webinars, based on demand and availability/time zones. These ‘deep dives’  allow World Bank Group staff and other faculty members to tailor content to clients and alumni of the Flagship course, while encouraging peer-to-peer interaction. This deep dive is the second in a series focused on Domestic Resource Mobilization and is hosted by the Joint Learning Network’s (JLN) Health Financing Technical Initiative.   

Overview. This session will provide an in-depth look at the Making the Case for Health: A Messaging Guide for Domestic Resource Mobilization and will discuss how to use this resource and how messages can be adapted to country needs. Participants are invited to bring their current challenges in messaging the need for mobilizing domestic resources for health.  Tools produced by the JLN Health Financing Technical Initiative will also be explored to help support the DRM agenda at the country level. Participants will be given a chance for 1:1 learning with facilitators during breakout sessions on the topics covered.  

Making the Case for Health: A Messaging Guide for Domestic Resource Mobilization was created following Domestic Resource Mobilization (DRM) collaborative member country requests for evidence-based arguments that can support communication across the health and finance sectors to make the case for investment in health. The guide has benefitted from the joint participation of health and finance policy makers in distilling and refining these messages to bridge communications in the most effective way possible. The guide provides a set of 16 compelling messages that can be used to make the case for investment in health as a way of achieving health sector objectives, including Universal Health Coverage goals. 

To resonate with finance stakeholders, key health financing topics are explained through applied macroeconomic concepts and are complemented by country experience. The guide draws on key health financing principles and functions. DRM collaborative members’ own experiences and formative literature have been drawn on to craft each message and are highlighted in the references, which can be helpful for a deeper dive into the concepts. 

The objectives of this session are:  

  • To provide Flagship participants, alumni, and DRM collaborative members with an opportunity for a deep dive discussion on contemporary themes relevant for domestic resource mobilization for health.  
  • To discuss how the messaging guide can be used to address current challenges in mobilizing domestic resources for health.  
  • To share the knowledge products created by the Joint Learning Network’s DRM collaborative, with a special focus on the Messaging Guide as a practical resource for shaping dialogue in their country.  

Event Format:  Plenary presentation with language-based breakout session. Participants  self-selected into breakout rooms during the session; Francophone, Russian, and English rooms were available. Arabic and Indonesian speakers joined English Room 3 where Arabic and Indonesian interpreters werre available.  

Target Audience. Health Systems Flagship core course participants and alumni, Joint Learning Network (JLN) HFTI members, and GFF Focal Points/TTLs/country counterparts.
