Locally Led Climate Action in Motion:
Stories from Kenya’s FLLoCA Project
What happens when climate finance is put directly into the hands of local communities? The Financing Locally Led Climate Action (FLLoCA) program – pioneered by the Government of Kenya with support from the World Bank and partners – shows just how transformative the results can be.
This short film takes you inside villages and counties across Kenya, where communities are tackling water scarcity, food insecurity, flooding, and environmental degradation through projects they themselves identified and designed. From solar dryers that improve coffee quality, to fish farming for nutrition and income, to rehabilitating flood-prone rivers, FLLoCA is reshaping lives and landscapes.
Unlike traditional top-down approaches, FLLoCA ensures that resources flow directly to county governments and local committees, empowering people to drive solutions that respond to their own climate realities. With investments in water, climate-smart agriculture, disaster risk management, ecosystem restoration, and renewable energy, the program is helping build resilience while creating jobs and strengthening food security.

Global Microfinance Initiative for Locally Led Action Approved
The Global Environment Facility approved the Global Microfinance Initiative (GMI) for locally led action in June 2025. This initiative will strengthen the ecosystem for microfinance in seven countries and generate tailored financial solutions for local climate and nature needs, leading to greater bottom-up leadership and multidimensional resilience.
The Global Microfinance Initiative is designed to improve access to finance for households, small businesses, and entrepreneurs seeking to address their environmental vulnerabilities and explore new opportunities within the just transition. To do this, the initiative will support microfinance institutions operating in the target countries, providing training on the design and roll-out of innovative financial products. Policy dialogues with governments will be key to align incentives, protect consumers, and ensure integration of climate and nature priorities within financial inclusion frameworks.

Empowering Communities: Scaling National Programs for Locally Led Climate Action

How Can Locally Led Climate Action Support Just Coal Transitions?
Transitioning away from coal towards affordable, reliable, and clean energy sources is urgent and essential for fulfilling the goals of the Paris Agreement. Yet this process, if not designed with inclusion and justice in mind, can have unintended, negative consequences for marginalized groups and communities whose livelihoods and identities have long been shaped by the sector. LLCA approaches can offer valuable insights for supporting socially sustainable, just coal transitions. In this webinar, we will discuss what actions can be undertaken at the earliest stages of preparing for a just transition, to ensure that transition decision-making is inclusive and benefits are shared across society. We will hear country examples on meaningful community engagement and participation, as well as trust and coalition-building to support effective bottom-up planning and action.

Locally Led Climate Action: A World Bank Operational Approach
This note sets out a vision and agenda for the World Bank on Locally Led Climate Action (LLCA) as an operational approach that builds from global experience, in addition to World Bank experience, to accelerate the integration of locally led mitigation and adaptation at scale. As an approach, LLCA aims to increase the share of finance received and managed by local actors, strengthen inclusive and participatory processes and decision-making over investments at all levels of governance, inform investments by local knowledge and climate science, and build the capacity, accountability, and transparency of institutions for sustainable low-carbon and resilient development. Strengthening Local Climate Action: Inaugural Community Climate Forum in Kyrgyzstan
The inaugural Community Climate Forum in Bishkek, hosted by the Government of Kyrgyzstan, the World Bank, and ARIS, brought together local leaders, youth, women, and international partners to enhance climate action at the community level. The event showcased local initiatives like energy efficiency and climate-smart agriculture, emphasizing the critical role of community engagement in climate adaptation and mitigation.
